On February 6, 2023, the City Council created a Keep New Fairview Beautiful (KNFB)
Committee. The Committee is an advisory body that will make recommendations on issues
related to community appearance, beautification, the environment, and entrances into the City. The KNFB Committee is working with city staff to become an affiliate of Keep Texas Beautiful (KTB) (https://ktb.org/). KTB affiliates are qualifying cities, counties, or communities that work with KTB to educate and engage Texans to take responsibility for improving their communities. Affiliates are the volunteers who organize local cleanups, design, and implement recycling programs, and educate local populations. KTB also has numerous resources available to affiliates such as grant and funding opportunities, youth programs, assistance with special clean up events.
As part of the KTB affiliate process, the KNFB Committee organized its first clean up event on Saturday, September 30, 2023. The KNFB Committee, City Council, and city staff cleaned up trash and debris along the southbound Hwy 287 frontage road and FM 407. Approximately 25 bags of trash, several tires, construction materials, and other debris were removed. This location was selected because there is constant trash and debris on this Texas Department of Transportation (TxDOT) rights-of-way, which is an entry point into our community. The KNTB Committee is planning on applying for a TxDOT Green Ribbon Grant for a beautification project for this area.
The KNFB Committee will organize another clean up event in the near future. If you are interested in participating in future events, or in joining the KNFB Committee, please contact the City at 817-638-5366 ext. 1008 or susan [at] newfairview.org (susan[at]newfairview[dot]org).
On October 15, 2024 the Keep New Fairview Beautiful Committee approved a Strategic Plan.

Green Ribbon Project
In January 2024, the Keep New Fairview Beautiful Committee discussed beautification efforts
along the entry points to our community. They specifically discussed applying for a Texas
Department of Transportation (TxDOT) Green Ribbon Grant, so that we could use these state
funds for a beautification project. The location selected for the project was the southbound
frontage road of Hwy 287 at FM 407 bridge. This is an area that suffers from constant littering
and illegal dumping and was the location of the first KNFB Clean Up on September 30, 2023.
On February 19, 2024, the City Council approved a Professional Services Agreement with
Westwood Professional Services Inc., for concept landscape design, and completion and
submission of application for the 2025 the TxDOT Green Ribbon Grant. The projects calls for
landscape improvements that would help define the existing pull off, encouraging
drivers to stay within designated limits and create a signature gateway experience for the City
using a low maintenance and water conscious landscape design. It includes native, low water
plants, and ornamental trees suitable for a roadway planting, and aggregate mulches. There is a
drip irrigation system for the plants that will be connected to a 10,000 gallon water cistern that
will be filled up regularly by the city from rainwater harvested at the Municipal Complex. Mow
curbs will be utilized to minimize maintenance and separate groupings of shrubs and grasses.
The goal of the design is to provide year-round appeal in this high traffic area and be a great
example of how transportation enhancement can help improve the daily lives of its users and the
overall quality of their community.
The City was awarded a TxDOT Green Ribbon Grant for our project for a total of $376,000. It is
our understanding that this is the first TxDOT Green Ribbon Grant awarded to a community in
Wise County. On July 15, 2024, the City Council approved a Professional Services Agreement
with Westwood Professional Services Inc., for landscape architecture services relating to project.
In September 2025, TxDOT awarded this project to Rhino Equity, LLC for $230,077, and on
November 4, city staff participated in a preconstruction meeting with TxDOT and the contractor.
The project has begun and is expected to be completed in May 2026, and the plan to have a
ribbon cutting event for this project.
